Overview
The Manchester Water and Sewer Department reads every meter and bills every customer each month.
Bills may be paid:

- At the drive-through window at the rear of the building
- At our walk-in service counter
- At the night depository located at the front entrance of City Hall (or at the drive-through window)

Below is a list of water and sewer rates as amended in Ordinance Municipal Code 18-205 for the City of Manchester, Tennessee.

NOTE: Outside the corporate limits, industrial water and sewer rates will be one and one-half (1 1/2) times the inside rates, listed above. Outside residential and commercial rates will be two (2) times the inside rates, listed above.

- Account number and last payment amount will be needed. For new accounts paying the first bill $0.00 will be the last payment amount.

- Credit cards are accepted online, through the Automated telephone line at 866-337-0606, and at the walk-in service counter. Effective March 1, 2024 credit/debit cards cannot be processed through the drive through. A 4% processing fee plus vendor fee of $1.25 is charged to the cardholder on all credit/debit card transactions.
- Automatic payments drafted from checking account. ACH form needs to be completed.
- Automatic payments with credit/debit card through our online system.
For homeowners, with proof of ownership, a connection fee of $35.00 is required for service. For renters, there is a refundable $150 deposit and a $35 connection fee.
Customers wishing to disconnect service must complete the Service Disconnection Form. This can be done by visiting the Water Dept. at 200 West Fort St or download the form from our website.

Please complete the Adjustment Request Form. Submit this form to the billing office or via email at mwdbilling@cityofmanchestertn.com along with invoices or receipts for labor and parts. If requests meet the Water & Sewer Adjustment policy, we will make adjustments to your account. Adjustments normally take 5 to 7 business days to process. Customers are responsible for following up with our billing department to obtain the adjustment status.
During normal business hours of Monday-Friday 7:00 am to 3:30 pm, please call the Water and Sewer Warehouse at 931-728-1273. Employees there can help you assess the situation and dispatch technicians as needed. Outside of normal business hours please call 931-728-7171 or 931-723-8662 for the on-call providers.
If a water pipe burst or a leak is discovered, we recommend immediately turning off the water. A valve is located inside the meter box on the meter setter. Turning this off will stop the water supply until the leak can be repaired. On newer installations a cut-of valve may be placed next to the home near the foundation that can shut off the water supply. Please call 931.728.1273 for assistance.
If you have determined the blockage is located on the customer side of the line, you will need to call a plumber, address the issue yourself or with the property owner. If you believe the issue is on the city side or are unsure where the blockage is, please call the Water and Sewer Warehouse at 931-728-1273 during normal business hours of Monday-Friday 7:00 am to 3:30 pm. Bills are based on water usage so bills can vary depending on the usage. Things that affect water consumption can be visitors, holidays, gardening, summer water activities, and toilet malfunctions. If you have unexplained fluctuations in your bill, a faulty toilet is most likely the culprit. We recommend stopping by the Water Dept. in City Hall to obtain some leak test tablets for your toilet. These are provided free of charge and can help determine if your toilet is wasting water.
An application along with a photo ID are required for service. The application can be obtained by visiting the Water Department inside Manchester City Hall at 200 West Fort Street. It can also be downloaded from our website:
