Ordinances

Ordinances are the legislative enactments of municipal governing bodies. The State of Tennessee general law Mayor-Aldermanic Charter requires two considerations (readings) of an Ordinance prior to its adoption (T.C.A. § 6-2-102).

In accordance with T.C.A. § 6-54-512, the following actions must be accomplished by ordinance:

  • A tax levy;
  • A special assessment;
  • Anything of a permanent nature, i.e., a measure applying to present and future conduct;
  • A regulatory or penal measure, i.e., a measure controlling conduct or levying a fine or penalty; and
  • Any action required by the general law or the municipality’s charter to be enacted by ordinance.

Municipal Code

The Municipal Code of Ordinances is a compilation (codification) of all city ordinances. View a current copy of the Manchester Municipal Code.

Resolutions

Any other actions may be accomplished by resolution or motion, which is a form of resolution. View copies of many of the Resolutions adopted by the BOMA.

The Finance Department is the custodian of all City Records, including Ordinances and Resolutions that have been adopted by the Board of Mayor and Aldermen.
